Two thirds of the island remains without power following Tuesday’s major earthquake

It was the largest quake to hit the Island of Puerto Rico in a century: 6.4 magnitude, centered 9 miles from Guayanilla,  at 2:24 Tuesday morning, January 7   As documentyed in the ABC News video above, the destruction was widespread and devastating. In addition to loss of property, two thirds of the island has been without electricity as the power company frantically trieis to restore power to close to a million customers. The process will take several days, and possibly more.

Puerto Rico Gov. Wanda Vázquez Garced and other mayors have declared a state of emergency, and President Trump approved an emergency declaration authorizing the Federal Emergency Management Agency (FEMA) to provide relief funds and services.  Per the White House:

The President’s action authorizes the Department of Homeland Security, Federal Emergency Management Agency (FEMA), to coordinate all disaster relief efforts which have the purpose of alleviating the hardship and suffering caused by the emergency on the local population, and to provide appropriate assistance for required emergency measures, authorized under Title V of the Stafford Act, to save lives and to protect property and public health and safety, and to lessen or avert the threat of a catastrophe in all 78 municipalities in the Commonwealth of Puerto Rico.

Specifically, FEMA is authorized to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency.  Emergency protective measures, limited to direct Federal assistance, will be provided at 75 percent Federal funding.
